perf: Skip man pages in Docker build to speed up xdelta3 installation

Added dpkg configuration to exclude man pages, docs, and other unnecessary
files during apt-get install. This significantly speeds up Docker builds
by skipping the slow man-db triggers.

Before: ~30-60 seconds processing man pages
After: <5 seconds
