On amd64 WSL/Ubuntu, gw buildNative now additionally runs :downloadGraalVmAarch64 (which succeeds) and :installGraalVmAarch64 (which fails). Neither of these tasks should be run.

On amd64 WSL/Ubuntu, `gw buildNative` now additionally runs `:downloadGraalVmAarch64` (which succeeds) and `:installGraalVmAarch64` (which fails). Neither of these tasks should be run.
