Introduce a BANNER_MAINTENANCE configuration parameter to allow customization of the maintenance banner content. If this is set to none, no banner will be displayed.

This idea originated as a partial solution for FR #11233.

Use case

Enable users to modify or disable the maintenance mode banner.
