Possibility to template VM configurations.
The recently released feature for templating (#11559) does not seem to have a way of linking a virtual machine to a configuration template.

Use case

Dynamically generate things like cloud-init, ignition, libvirt etc.
Similar use cases to devices, just for virtual ones :)
