Interfaces must belong to a device or VM regardless of VDC assignment; there is nothing precluding the assignment of an IP address to an interface within a VDC.

It sounds like what you're asking for is the ability to select an interfaced based on VDC assignment. Could you please update your post above to reflect exactly the proposed change(s)?
