New functionality

Proposed functionality

Create a new dashboard widget for NetBox v3.5 (see #9416) which can embed an RSS feed on a user's dashboard.

Use case

This can be configured to display the most recent posts from https://netbox.dev, a vendor blog, vulnerability/EOS notifications, etc.

Database changes

Likely no SQL changes, although we'll want to cache the feed content in Redis.

External dependencies

No response
