Proposed Changes

Extend upgrade.sh to automatically rebuild the search index if no entrees exist.

Justification

This is currently handled in a migration under v3.4, however this poses an issue with successive changes to models (see #11658, #11685).

Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
