Currently, IPRange must have at least 2 IPs:
https://github.com/netbox-community/netbox/blob/develop/netbox/ipam/models/ip.py#L654

Changing comparison to greater-or-equal will allow single-ip ipranges.

Use case

Our IPAM integration uses IPRanges to partition prefixes in separate pools. On very small prefixes (/30), such pools can devolve into single-IP pools, and it is perfectly acceptable and expected behavior. We would expect NetBox to allow us to create singe-ip range with a single available IP.
