This is about a trivial change request as you can get :-)

Currently, rack height must be at least 1U. Allowing it to be zero would document that this "rack" is a location which can only hold unracked devices.

It would also be consistent with the fact that devices can have a height of zero.

Sounds like you want #198. Allowing a 0U rack would violate our policy of modeling the real world.
