Steps to Reproduce

  1. Ensure no custom fields exist
  2. Create a circuit
  3. Create a circuit termination

Expected Behavior

The circuit termination form should not show any custom fields.

Observed Behavior

No custom fields are present in the form, yet the "Custom fields" header is displayed at the bottom of the page.
