Change to existing functionality

Proposed functionality

Extend the ConfigContext model to enable association with devices/VMs based on location. (Currently, this is only possible down to the site level.)

Use case

Enables more granular assignment of config contexts.

Database changes

Add a new many-to-many relationship between the ConfigContext and Location models.
