Proposed functionality

Allow Racks to be set as a termination point for Circuits (now they can use a Site).

Use case

Having circuits between providers and rented out racks - having Site specified is not specific enough (but filing it as a Cable also doesn't cut it since you do not manage devices in the Rack or care about provider's side).
