Proposed Changes

Raise the minimum required version of the PostgreSQL database from 9.6 to 10.

Justification

Per the PostgreSQL documentation, v9.6 will be end-of-life in November 2021. Additionally, Postgres 10 introduces the macaddr8 field, which enables #1337.
