Steps to Reproduce

Generate an Exception (use https://github.com/netbox-community/netbox/issues/7072 as an example)

Expected Behavior

The Exception page to be styled like NetBox in general.

Observed Behavior

No styling on the error page. Web console reports a 404 on /static/netbox.css
