For Ubuntu, instructions currently say to install libpq-dev twice (in step 1 as part of postgres server installation, and in step 3 as part of system packages)

I suggest that libpq-dev (and libpq-devel) is done in step 3 only for both Ubuntu and CentOS. This is because if you're installing a separate postgres server and netbox server, the postgres server does not need libpq-dev
