Proposed Changes

Override the stock graphene-django template for the GraphiQL view to serve static resources (e.g. Javascript and CSS) locally, rather than via a CDN.

(This was split off from #6834.)

Justification

Enables isolated NetBox deployments to leverage the GraphiQL UI.
