Proposed Changes

Officially support Python 3.9 in addition to 3.7 and 3.8. This probably won't amount to much more than listing it as a supported version and extending CI tests accordingly.

Justification

Python 3.9 is the current mainline release.

Delete Branch "%!s()"

Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
