Proposed Changes

Move from Django 3.1 to Django 3.2 (expected April 2021).

Justification

  • Moves us to an LTS release
  • Simplified AppConfig discovery
  • Collation support in database migrations
  • Native JSON aggregation functionality
  • Probably lots of other stuff
