Proposed Changes

Add official support and CI testing for Python 3.8. Further research is needed to ensure all our dependencies support Python 3.8 but this is unlikely to be a problem.

Justification

Python 3.8 is in common use, and Python 3.6 reaches EOL in December 2021.
