Environment

Python version: 3.5.1
NetBox version: 2.4.8

Proposed Functionality

Save the changelog of deleted IPs and link this log to IPs made with the same address.

Use Case

Currently if you delete an IP the changelog for that IP dissapears with it. If the same IP is remade it would be useful for trackability to attach the old IPs changelog to the remade IP.

I can now see that when I search the changelog for the IP it shows relevant logs.
