Example:

  1. add 1.0.0.0/17 to aggregates
  2. realise you're an idiot and meant to add 1.0.0.0/16 instead
  3. edit aggregate and change from /17 to /16 and get this error:
    1.0.0.0/16 is overlaps with an existing aggregate (1.0.0.0/17)
