Add "Decommissioned" or "Scrapped" to Device Status dropdown #1686

Currently the Device Status field drop down offers "Active", "Offline", "Planned", "Staged", "Failed", "Inventory". I propose that "Decommissioned" or "Scrapped" be added as an option. When a device is removed from an environment it can still be beneficial to keep the device record in Netbox to reference its other fields.

Use "offline" or "inventory" status if the device still exists. Otherwise, delete it from NetBox.
