This was discussed and not carried forward here (https://github.com/netbox-community/netbox/issues/5825)

This would allow modeling of vertical mounted Devices such as PDUs, distribution blocks or manifolds for liquid cooling, ... to be placed correctly.
The change would prevent them from being added as non rack-mounted.

Use case

Adding 0U or vertical devices, making them visible and allowing a correct placement as well as easier troubleshooting.

Database changes

Yes - but I cannot say what changes are required.

Sounds like you're not quite ready to submit a feature request then. Per the feature request form:

Feature requests which don't include an actionable implementation plan will be rejected.

You might consider starting a discussion instead to explore your use case with other people, and work toward a proposed implementation.
