Add the ability for users to use markdown in the title field on dashboard widgets.

Use case

Specifically I would like to add links to the title field on dashboard widgets. This way I could have a dashboard widget showing an excerpt of a list view, and then if I want the full view I can click on the title.

There is no way we can do this without risking breaking the display of the dashboard.
