Proposed functionality

This issue serves to track several initiatives concerning GraphQL which, taken together, comprise v2 of the API.

This new API will presumably be presented at a separate endpoint, in parallel with the current (v1) API: /graphql/v2/. The current API will remain at /graphql/ and will also be accessible explicitly at /graphql/v1/.

Use case

This approach allows us to deliver several broad changes to the GraphQL API (enumerated in the linked issues) without breaking functionality for existing clients.
