Proposed functionality

Allow setting the color for Power Outlet Templates (as part of a Device Type).

Context: Color was added to PowerOutlets with #17623 (Issue #17195).

Use case

Similar to those mentioned in #17195.

E.g. we have PDUs where outlets are color coded by phase, so with this we could set the color of the power outlet templates once (during device type creation) and would not need to set/change it after device creation.

Database changes

It probably requires adding a 'color' field to the 'PowerOutletTemplate' model.

Technically #20417 is the duplicate, but I'm going to leave that one open as it already as someone assigned to do the work for NetBox v4.5.
