Steps to Reproduce

  1. Go to a VM or device.
  2. Add a service.
  3. Check IP Addresses dropdown.

Expected Behavior

IPs are filtered for current VM/device.

Observed Behavior

No filtering.

I think this used to work at some point? Also see #19659.
