Proposed Changes

Upgrade the installed version of Tabler to v1.0.0.

Justification

After 24 beta releases, Tabler v1.0 is now available. 🎉

I'm tagging this for the v4.3 release of NetBox as there may be some subtle UI changes or problems. This will ensure we have ample time to test Tabler v1.0 before the release.
