Proposed functionality

When viewing a device, the VDC section has a "+ Create a VDC" button on the top right area of the section header. The images section has a "+ Attach an image", the services section has a "+ Add a service".

It would be nice to have a the same convenience for adding/assigning tags.
Currently for new users to NetBox it isn't readily apparent you must first click on the 'edit' button for a device to be able to assign a tag.

This would involve adding the requested button/link to the header of the 'Tags' section, and also likely a separate 'add' page when you click the link that would present only the 'tags' dropdown.

Use case

Makes adding tags just as convenient to users as adding a service, attaching an image, etc.
Also makes it easier on users to understand exactly how to add a tag since the button is right there.
