Remove all application association rules for a workspace by monitor and workspace index

Usage: komorebic.exe clear-workspace-rules <MONITOR> <WORKSPACE>

Arguments:
  <MONITOR>
          Monitor index (zero-indexed)

  <WORKSPACE>
          Workspace index on the specified monitor (zero-indexed)
