Summary

I've configured my windows to have no borders and gaps. I expect that when there is only one window open it should maximize, but instead the window fills the space and still behaves like a resized window (i.e. casts a shadow over the taskbar)

Your assumption is incorrect- if you want a window to be maximized you have to explicitly use the "toggle-maximize" command.
