Describe the bug
Manually unmanaged windows are always on top

To Reproduce
Steps to reproduce the behavior:

  1. Unmanage a window
  2. Switch to a window that's managed

Expected behavior
Switching to another window would change its Z index to be above the unmanaged window

Operating System

OS Name:                   Microsoft Windows 10 Home
OS Version:                10.0.19044 N/A Build 19044

Additional context
Windows that are unmanaged by default (ex: borderless fullscreen games) do not have this issue

This was changed a while back, unmanaged and manually floated windows are no longer always on top
