[1] Set client ip in cli

Sometimes it's really useful to use a specific IP address.

Currently, I can update the client IP by modifying the data in "db.sqlite" and restarting headscale.

However, I'm not sure if there are any potential problems with this approach.

But it can't change an android client ip, the ip_addresses seems not working in andriod
