If your OIDC provider is down, headscale will fail to start as it cannot reach the .well-known/openid-configuration, this is unfortunate and I believe it would be better to log that we cant set up OpenID, but allow it to come up and allow authenticated nodes still use it.

There is a lot of potential bootstrap problems here.

Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
