There's a new client feature coming in 1.24.0:

If the control plane sends MapResponse.Debug.DisableLogTail once, logtail uploads are disabled.

If Headscale wants to turn that on by default, then users don't upload their logs to the wrong spot if they're not running/setting their own logcatcher.
