feat(proxmox): add LXC container control endpoints

Add start, stop, and restart endpoints for LXC containers via the Proxmox API:
- POST /api/v1/proxmox/lxc/:node/:vmid/start
- POST /api/v1/proxmox/lxc/:node/:vmid/stop
- POST /api/v1/proxmox/lxc/:node/:vmid/restart
