Add boto3-compatible bucket ACL operations as pure S3 passthroughs,
following the existing create_bucket/delete_bucket pattern. Includes
CLI commands (put-bucket-acl, get-bucket-acl), 7 integration tests,
and documentation updates (method count 21→23).
