[Bug]: Unable to amend cosmetic value of existing username #1759

Describe the issue

Cannot amend cosmetic value of existing username.

Changing cosmetic value should not be blocked if a flattened case value is being used behind the scenes - or the visual value should be enforced at input to reflect the value used behind the scenes.

Steps to reproduce the issue

  1. Create a user with specific case format for username, e.g. Bob
  2. Edit user to amend specific case format for username, e.g. bob
  3. Produces an error "Username already taken"

v2.8.0
