Steps to reproduce
Open any book in the audiobookshelf app
Click the Download button
Wait for android to finish downloading files to local storage
Delete all local files (not using the audiobookshelf app). Whether you use a file manager app in android or connect the phone to a computer and delete with a file browser does not matter.
Open the book in the audiobookshelf app again. Notice how the Download button has disappeared.
In the triple dot menu beside the Play button there is a new menu item "Manage Local Files". Click on that menu item. That page now lists "Audio Tracks (0)"
Expected behaviour
Download button should not disappear if downloading local files fails fully or is incomplete.
In my example to recreate the bug you have manually deleted all files from the phone's local storage, but the app has the same behaviour when the download fails. Downloads can fail for any number of reasons (phone runs out of battery mid-download, mobile roaming connection is lost, mobile roaming data limit is be reached, et c.).

You need to delete the local book without deleting the files, this can be done when you select the book in manage local files and clicking the 3 dot menu in the right side of the book name

That's a good workaround, thank you. I would still consider what my issue describes a bug though.
