What was the Problem?

Without Internet connection there is no download possible even if your are in the same Network. You see the server and you can stream the files online. but when you click to download the file it stops until the internet connection is back.

Steps to Reproduce the Issue

Download without Internet on the router.

What was Expected?

Download still possible without internet in the same network.
