There isn't a plus button on this view. This is kinda by design as some people confuse a quick transaction with a normal transaction. Just for reference: a quick transaction is a pre-filled transaction, usually for common transactions you want to quickly add without having to fill it every time (like a bill or something else that isn't really recurring, but is common enough to be annoying to retype), it always gets added with today's date, but you can edit this after adding.
You need to configure a quick transaction beforehand on /quick-transactions/ or by going to the Sidebar > Quick Transactions, after this a list with your quick transactions will be shown on the "drawer" you screenshotted.

Blocking a user prevents them from interacting with repositories, such as opening or commenting on pull requests or issues. Learn more about blocking a user.
