That might be due to your network bottleneck. These dockerfiles use recovery dmg rather than full installers. They have to download more files. You may download full dmg yourself, fork dockerfile and pass your dmg instead of downloading it. I haven't used it with docker, but this approach worked for OSX-KVM.
